HALOS (Helping And Lending Outreach Support) is a public/private partnership that provides much needed resources and services to abused and neglected victims served by the Charleston County Department of Social Services.

HALOS (Helping And Lending Outreach Support) is a public/private partnership that provides much needed resources and services to abused and neglected victims served by the Charleston County Department of Social Services. A professional case manager is linked with a faith, civic, or business group, and together they work towards breaking the cycle of abuse and neglect.

A variety of organizations can partner with HALOS. Religious congregations of all denominations, as well as civic groups, such as The Exchange Clubs and Amvets, have been very active and supportive of the program. Department of Social Services case workers participate voluntarily in order to receive support as well as to help educate the community about child abuse. Case managers are encouraged to visit their congregation/organization at least once a year to give them progress reports.

The agreement is made between the case manager, the organization, and HALOS. The case manager is responsible for making the adopting organization aware of the needs within his/her caseload. The organization then spreads the word throughout its membership and collects the donations to be delivered to the case manager. Because the case manager has direct access to those in need, the organization feels confident that its donations are making an impact on the lives of the abused and neglected and their families.
